Kevin G. Burke has served as President and Chief Executive Officer of Donegal Group Inc. since 2015 and has held the same position for Donegal Mutual Insurance Company since 2018. He served as Executive Vice President and Chief Operating Officer of Donegal Group Inc. from 2014 to 2015 and held the same position for Donegal Mutual from 2014 to 2018. He served as Senior Vice President of Human Resources of Donegal Mutual and Senior Vice President of Donegal Group Inc. from 2005 to 2014. He served as Vice President of Human Resources of Donegal Mutual from 2001 to 2005 and in other positions from 2000 to 2001.
W. Daniel DeLamater was named Executive Vice President & Chief Operating Officer in 2024 after serving as Senior Vice President and Head of Field Operations & National Accounts of Donegal Mutual Insurance Company and Senior Vice President of Donegal Group Inc. since 2022. He served as Senior Vice President of National Accounts for Donegal Mutual Insurance Company from 2020 to 2022. DeLamater has also served as the President of Southern Mutual Insurance Company, a member company of the Donegal Insurance Group, since 2016 and in other positions at Southern Mutual from 2000 to 2015.
Jeffery T. Hay was named Executive Vice President and Chief Underwriting Officer of Donegal Mutual Insurance Company and Executive Vice President of Donegal Group Inc. in 2025. He served as Senior Vice President and Chief Underwriting Officer of Donegal Mutual Insurance Company and Senior Vice President of Donegal Group Inc. from 2021 to 2024.
Sanjay Pandey was named Executive Vice President and Chief Information Officer of Donegal Mutual Insurance Company and Donegal Group Inc. in 2025. He served as Senior Vice President and Chief Information Officer of Donegal Mutual Insurance Company and Donegal Group Inc. from 2013 to 2024. From 2009 to 2013, he served as Vice President and Chief Information Officer of Donegal Mutual Insurance Company and Donegal Group Inc. He held various other positions with Donegal Mutual Insurance Company from 2000 to 2009.
David B. Bawel was named Senior Vice President and Chief Accounting Officer of Donegal Mutual Insurance Company and Donegal Group Inc. in 2024. He served as Vice President, Financial Reporting and Analysis of Donegal Mutual Insurance Company and Vice President of Donegal Group Inc. from 2018 to 2024 and as Assistant Vice President of Internal Audit of Donegal Mutual Insurance Company from 2012 to 2018.
William A. Folmar has served as Senior Vice President of Claims of Donegal Mutual Insurance Company and Senior Vice President of Donegal Group Inc. since 2019. From 1998 to 2019, he served as Vice President of Claims of Donegal Mutual.
Rick J. Hecker was named as Senior Vice President and General Counsel of Donegal Mutual Insurance Company and Donegal Group Inc. in 2025.
Christina M. Hoffman has served as Senior Vice President of Internal Audit of Donegal Mutual Insurance Company and Senior Vice President of Donegal Group Inc. since 2013. From 2009 to 2013, she served as Vice President of Internal Audit of Donegal Mutual Insurance Company and Vice President of Donegal Group Inc.
David W. Sponic has served as Senior Vice President of Personal Lines of Donegal Mutual Insurance Company and Senior Vice President of Donegal Group Inc. since 2022. He served as Vice President of Personal Lines of Donegal Mutual from 2008 to 2022 and in other positions from 1990 to 2008.
V. Anthony Viozzi has served as the Senior Vice President and Chief Investment Officer of Donegal Mutual Insurance Company and Donegal Group Inc. since 2012. He served as Vice President of Investments of Donegal Mutual and Donegal Group from 2007 to 2012.
Karen L. Groff was named Vice President and Treasurer of Donegal Mutual Insurance Company and Donegal Group Inc. in 2026. She served as Vice President and Assistant Treasurer of Donegal Mutual Insurance Company and Donegal Group Inc. since 2018 and in other positions since 2014.
Jennifer R. Miller was named Corporate Secretary of Donegal Mutual Insurance Company and Donegal Group Inc. in 2026. She served as Assistant Corporate Secretary of Donegal Mutual Insurance Company and Donegal Group Inc. from 2021 to 2025 and in other positions since 2007.
Sheri O. Smith was named Vice President of Administration for Donegal Mutual Insurance Company and Donegal Group Inc. in 2026. She served as Vice President and Corporate Secretary of Donegal Mutual Insurance Company and Donegal Group Inc. from 2013 to 2025 and in other positions since 1979.
Board of Directors

He served as Vice President of Human Resources of Donegal Mutual from 2001 to 2005 and in other positions from 2000 to 2001.
Mr. Bixenman retired in 2012 after serving as vice president and senior consultant of Williams & Company Consulting, Inc., an environmental and business consulting firm with its headquarters in Sioux City, Iowa. He is a certified public accountant with extensive experience in auditing and preparing financial statements. Mr. Bixenman has served as a director since 2018 and also as a director of Donegal Mutual Insurance Company since 2006.
Mr. Callahan was elected as a director in 2026 and has served as a director of Donegal Mutual Insurance Company since 2009. He has served as Chairman of the Board of Benchmark Construction Company, Inc., a commercial construction company based in Lancaster County, Pennsylvania, since 2020 after serving as President of that company from 2009 to 2020. Mr. Callahan has extensive business leadership and community experience.
Mr. Huber practiced for over 35 years as a certified public accountant with the Lancaster, Pennsylvania-based public accounting firm Trout, Ebersole & Groff, LLP, for which he served as managing partner from 1998 to 2010. He retired from that firm in 2012. Mr. Huber served as a director of several banking institutions from 2006 to 2019 and as a Donegal Group Inc. director since 2015.
Mr. King served as the president and chief executive officer of Horst Insurance, a Lancaster, Pennsylvania-based independent insurance agency, from 2005 to 2025, when he became chairman, and served in various leadership positions within that agency from 1995 to 2005. Mr. King has served on the board of directors of Horst Group, Inc., the parent company of Horst Insurance, since 2005. Mr. King has supported the insurance industry and the Lancaster, Pennsylvania community through his participation in various insurance industry associations, representation on agency advisory boards for several insurance companies and service on numerous boards of directors.
Mr. Mahan has been a managing director in the Investment Banking Division of Stifel Nicolaus & Company, Incorporated and, previously, Legg Mason Wood Walker, Incorporated, prior to the acquisition of the Legg Mason Capital Markets Division by Stifel Nicolaus on December 1, 2005. Mr. Mahan joined Legg Mason in 1996 and served as a principal from 2001 to 2004.
Mr. Moore retired as a managing director of Georgia Banking Company, a commercial bank, a position he held from December 2021 to June 2024. Mr. Moore was head of capital markets for Lima One Capital, LLC from June 2017 until MFA Financial, Inc. acquired that entity in December 2021. From December 2016 to June 2017, Mr. Moore served as a managing director of Promontory MortgagePath. From October 2014 to December 2016, Mr. Moore was an executive vice president of FirstKey Mortgage, LLC, a subsidiary of Cerberus. Mr. Moore served as a managing director in the securities unit of the Royal Bank of Scotland from October 2012 to October 2014. From March 2010 until October 2012, Mr. Moore served as senior vice president, Strategic Investment Group, of The Federal Home Loan Mortgage Corporation.
Mrs. Szady is a certified public accountant and served as the director of the bureau of financial examinations within the office of corporate and financial regulation of the Pennsylvania Insurance Department from 2011 to 2016. For 20 prior years, Mrs. Szady served in various financial leadership positions, including 15 years as the vice president and chief financial officer, for the largest writer of professional liability insurance for physicians in the Commonwealth of Pennsylvania.
Mrs. Veenstra was elected as a director in 2026. She served as Senior Regional Vice President of Donegal Mutual Insurance Company from 2023 to 2026, Regional Vice President from 2021 to 2022 and in several other positions since 2002. Mrs. Veenstra has extensive insurance industry and business leadership experience, and contributes a Midwest perspective to our operations.
